Experts still debate whether it was al Qaeda's intention to affect the Spanish political process when it attacked the Madrid commuter train network three days before that country's March 2004 election. The attack did result in an electoral defeat for the incumbent party, which had sent troops to Iraq at the request of the United States.

No "expert" I know of is "still debating" this. It was blatantly obvious the second it happened what was going on.

An October attack would have almost assuredly changed the outcome of the election, which is why you didn't see one. Now that they have an inexperienced incompetent in office, you can count on an attempt within the first year of his presidency. Let's just hope like hell that Bush has put in place enough measures that Obama can't undo them all in a first term.
