The bailout creates a moral hazard. The American auto industry will be less willing to turn things around if it can simply run to Uncle Sam every time there's a downturn.

So essentially you have it backwards. I think the American auto industry can turn things around if it didn't get a bailout. Of course, the unions won't like it ...

No, that is not what Tenchusatsu is saying at all.

But now that you bring it up, it would certainly take a management miracle to turn a second rate input (output of our schools) and make a world beating product using it.
