Its common knowledge that as early as 1998 the neos, including Cheney and Rumsfeld, wrote President Clinton insisting that he dispose of Hussein.

Well, hell, who didn't?

It was utterly stupid for Clinton to allow Saddam to time and again run over the United States while killing his own people at a rate of 5,000/month and defying the UN Mandates and ceasefire agreements.

You don't screw around with him. You take him out.

Still, all evidence suggests that Bush had no intention of taking Saddam out until it became evident that doing so was an important aspect of our response to 9/11. Today, it is even more apparent to those who understand the issues.

Iraq is ending the Bush 2nd term as a democracy which will, for years to come, attribute its freedom to the courage of GWB and the American soldiers who fought under him. You cannot put a value on it when you're engaged in a war on terrorism against Islamic extremists.
