It doesn't. There are thousands of people in prison today who deserve a pardon far more than Marc Rich did. They could ALL "apply" if they wanted to.

The current White House process requires a five year waiting period after the sentence is completed. While the president has the authority to waive that period (kind of like Clinton did on Marc Rich), there is no indication it has been waived in any of the pardons yet granted by Bush.

I suspect he'll follow his on DOJ's criteria to the letter. Unlike the last WH occupant who might as well have auctioned them off on ebay.

b) Where in the Wiki articles does it say that Bush Jr. has the "highest number of applications for any president"? And why does that even matter?


It was just on the news.......that there is a backlog in the DOJ due to all the Republicans requesting pardons. Seriously.....there is a backlog [apparently the DOJ is underfunded] but I don't know if its all Republicans.
