Ten years ago I used to do that with the country funds. It worked pretty nicely. That's how I started short-selling. Two similar funds, the Thailand funds for example, would have what I determined was a normal difference in discounts. When they diverged from that normal spread, I would buy one and short the other.

Then the crazy dot.com bubble got going so I switched into pure short-selling. With the current market, that's kinda moribund, so my interest in the CEF's is back, particularly with the crazy bond spreads around. Problem is, I'm not too familiar with bonds and bond funds. So, I appreciate that you are willing to share your methods.
