I'm sure he's an engineer - the test will be if he has the confidence to get world-class marketing and sales people, and maybe a seasoned strategy lead, where none of those people were ever chief engineers at a silicon company.

But IMHO, his track record is way better than Ruiz or Sanders. Barcelona is a major question for everyone at AMD, and it's pretty clear Meyer was the guy in charge on that one. But every leader makes mistakes - the question is how, and how quickly, they recover. I regard Intel's response to the X64 as an example of how a good management team can recover from a very serious strategic blunder and get back on top - probably better for the experience. Whether AMD has responded to the Barcelona mis-steps and will come out better for the experience is the key question for their future.
