If I'm responsible and drive a Honda Civic why should I pay the same gas tax as someone driving an Escalade? I'm not talking about a 1 or 2k 'gas guzzler' tax, how about slapping a 15k surcharge on large SUV's? That will prevent many fuel guzzlers from getting on the road at all, so you have the fuel benefit without hitting those driving fuel efficient vehicles.

OT, is stock loss based on the trading date or settlement date?

If I sell a stock for a loss tomorrow and it won't settle
until 2009 (3 days), do I claim the loss in 2008 or 2009 ?
