No way he wasn't a con man. Honestly going busto is allowed (and apparently encouraged by the powers that be, judging from their eagerness to bail out bad gambling on da street lately). Fraud/Ponzi is not allowed, not encouraged and guaranteed to result in problems if caught. Madoff was not naive. If he was not guilty he would not have confessed, and would have done everything humanly possible to fight it.

He made billions from this and was a hero to all his investors, a philanthropist-saint....up until the bitter end. That was easily all the motive he needed.
