Have you seen these missiles? You could build them in your garage. Fuel is a mixture of potassium nitrate(KNO3) and sugar. KNO3 is a common fertilizer, but can be made from urine. Sugar is, well, sugar. Take that, some steel pipe and weld some fins on the sides to stabilize it and fit a crude nozzle on the end. Suddenly, you are a rocket scientist...

Google "sugar rocket" and you will find a wealth of material. They are easy and cheap to make. All the Palestinians need is a cutting torch to make the fins, a welding rig to do the rest of the rocket, a hot plate to melt the fuel so it can be cast and some sheet steel, steel pipe, explosives and the KNO3 and sugar. Extras are a grinder to smooth out the welds and some paint. These are just extras, though.
