They might as well be for all of the military good they do. Ask the Koreans. They made this class of rocket actually useful on the battlefield.

It isn't all, but it is what they mostly have. A lot of people are trying to conflate their stockpile of thousands of rockets with the small number of 122mm rockets they've managed to acquire.

And then they do everything in their power to make sure the situation gets worse. What is the point of that?

Look, the Palestinians are used as pawns by the other Arab countries. They like the conflict between Israel and Palestine to simmer along because they can keep their own poor and disaffected distracted by it. And that lets them to keep their nasty little despotic countries safely away from the possibility of any sort of change. So they feed in just enough weapons and material so that the Palestinians have no hope of an actual military confrontation and leave only low level terrorism as their only option.

So what do the Israelis do? They actually collude with those countries because they have their own groups who wield disproportionate power because of the situation. So they agree to ceasefires and never carry out their end of the deals. They wind up de facto supporting the settlers and the settlements by never actually doing anything to curb their growth or reign in the heavily armed settlers when they attack the real residents.

It takes at least two sides to fight.
