I don't think this is decided at all. Furthermore, I don't believe anything Jeb Bush says he is doing. Its all about testing the waters and seeing how things play out.

Could be.

BTW: The Dem candidate will probably be Alex Sink, the current state CFO. She is one VERY VERY strong candidate. In fact watch her for other national office in the future. Impressive fiscally conservative Dem woman who says what she thinks.
