I always said until the person themselves is convinced they must quit, they won't succeed. Everyone who smokes knows it stinks, isn't good for you, etc, etc. They just aren't yet mentally committed to quitting. Just takes a little time. You can only quit for yourself because it's time in your mind. Can't quit for anyone else.
