I think it's a great idea. It might steer people back into investing rather than trading and speculating - which profits no one but the trader or speculator. Also, the fact that NOT paying the fee would be illegal would serve to make all financial transactions public, where they could be tracked and monitored.

This past weekend I was mentioning how S. Jobs and P. Swayze, the actor, both have some form of pancreatic cancer. Apparently, Jobs is in remission but Swayze is pretty sick.....in fact, he just got admitted to the hospital for pneumonia. Well I was reading this article last nite about Swayze and how he's terrified he will die from the disease. What I found interesting is that at the end of the article, it said he still smokes. Talk about the power of cigarettes....here's a guy terrified of dying, and yet, can't kick the habit.
