Labor is part of any and all companies end product.

What does your list of viled subsidies or bailouts have to do with offshoring jobs. It seems to deflect from the issue......
As a matter of fact it might be notable that all industries you listed don't offshore in any significant way...

Poor macro management by big companies or sectors and congressional response have been par for the course in U.S. history.

Are you saying that companies that offshore have been, or are making bad business decisions and require bailouts or subsidies in order to survive?

Are you saying that successful private business practices in the U.S. do not create enough jobs without government subsidies?

Congress decides to intervene selectively in business. Good or bad subsidies or bailouts are in the eye of the beholder and voters.
It's our current form democracy and perhaps an attempt at a form of social captialism.

We have free labor markets and we want free enterprise. Every business would balk at tighter labor market regulation, of course free money would be taken any day, however it would have to outweigh other profit potential. ....oh. and it can't stifle the lauded "innovation" in your neck of the woods.

Just what is your desired solution?
