Mike, the problems caused didn't become evident until Bush's term, and Bush's pet congress. All chronicled right here on this thread. They could have fixed the mistake(s), but they were happy with the housing bubble, Bush's ultra-rich "base" making out like bandits with their derivatives, ginning up 500 TRILLION in unregulated casino bets. They did NOTHING! The EXECUTIVE is over the regulators - they did NOTHING. The leadership is supposed to come from the EXECUTIVE.

That's why Bush DESERVEDLY gets 70% of the blame.
