Correct. Which is why direct payments or tax cuts won't do anything. And that is why they are pushing infrastructure improvements and the like as the best approach. Carrying a debt load is a lot easier if you have a secure, decent paying job. If you are worried your paycheck may bounce, then your debt looms large and you are going to be more frugal.

Although, thinking about it, michael's plan could work if the receiver has no other choice than to spend it.
