"How would you go on higher alert with the vague warning in the PDB?" The warnings were more than vague. About the only thing they lacked was a time, place and people involved. That airplanes were likely to be used was mentioned. Which, one would think, have garnered some other response that "ok, you covered your butts on this" or words to that effect. Terrorism was considered to be a weird obsession of Clinton's. The topic they wanted to focus on was rogue nations.
