It only seems partisan because you want it to be. Investigations are worth it if the potential for the crime is large. Given that you apparently cheat on your taxes, I think the answer is obvious.

Any vandalism, if it existed, during the transition was on a small scale. And there is no evidence that it was worse than previous transitions, which was the whole thesis. Given the rather localized affects, it is better to implement preventative measures, such as signing off on the condition of work quarters than to go on a partisan driven witch hunt. Because any investigation would not reveal the ones who actually did the vandalism, but it would make a great partisan point.

Of course, that assumes that you want to solve the problem rather than make political hay. Which seems to be your goal. It certainly was the goal of the administration.
