It really wasn't. 9/11 was well planned and well financed by AQ. Everyone agrees (or did then) that it was not a simple or cheap operation. In fact, that was the first thing that led them to AQ.

In 2001, AQ was at its peak. As I pointed out, it had 20K well-trained soldiers, it had money, it had an organizations headed by UBL, it was a thriving, functioning organization.

If you really want to understand AQ I recommend you read Yossef Bodansky's excellent biography. While it doesn't cover up through 9/11 it is the most thorough treatment of the subject available and after reading it (a couple times, it is tough reading) you'll start to understand how AQ developed and where it stood as of the end of the Clinton years.
