Ostensibly a lack of funds for coupons is the reason for the proposed delay. I believe the real reason, however, is that many viewers will end up temporarily not watching TV, which translates into significant losses of advertising revenue for the networks and others. If the clearing of the analog band is delayed significantly (e.g., more than a couple weeks), it seems to me that QCOM might have a claim against either the government or those interest groups that have been pressing for a delay.
