I just assumed it was the rumor about ING raising capital that I posted; there is also a general stampede back out of the European bank pfds on my watch lists today.

Like Dale says, it is rumor about ING raising capital + stampede from Eurobank preferreds that was started with horrible RBS results, crash and UK comments. There are no factual dividend revocations yet, but market believes - again - that there will be. RBS is the most risky, since they just converted govt preferred to common, so they could cut pref divvy without hurting the payments to govt. On the other hand, it is trading as an option right now pretty much...
