You are absolutely correct. The regulatory process in this country is bizzarre beyond belief. An example final regs for IRA's have only been in existence for a few years. IRA's have been in existence, I would guess 30 years. For many of those years there were no regs at all. To make things worse lawyers who are expert in these matters can't agree on the meaning of several of the regs.

That is not an unusual story, but one that I am most familiar with.
