Probably the same thing.

I said he couldn't have violated the laws and regulations if they didn't exist, not that he couldn't have run a ponzi scheme if it was legal. The point is not "he did it because of the laws and regulations", or "he could do it because of the laws or regulations". I never said, implied or hinted at any such thing.

The point is that the fact that he had to violate laws and regulations to do it proves that such laws and regulations existed. So there was no "total deregulation", and his actions where not an example of lack of regulation.

Your argument is like hearing about a bank robber and then arguing that this proves there are no laws against robbing banks.
