You would "kill leader" if it happens but you wouldnt use extraordinary means beforehand to prevent it. That makes no sense at all. #4 not an answer unless you are talking trials but then in most states you couldnt execute him anyway so i assume you are talking about a bullet in the head. How about a bullet in the knee for starters prior to 400 dead kids.
