Well, I do doubt they could build a weapon which would kill everyone. That is a pretty tough chore. Now, they can probably build a gun-type weapon without testing, it has been done before. Implosion weapons, though, are tougher. Unless you know what you are doing, it is likely to fizzle like the one the North Koreans tried to test. Weapons with an asymmetric core are tougher still and ones asymmetric enough to be extremely compact are the hardest. You have to test, it isn't like the information needed is online somewhere. The US and Russia are the only ones who have done it.
