When living in Antwerp, we'd drive into Luxembourg and just over the border was a big row of petrol stations, because taxes in Luxembourg were low, so people would hold off buying until they got there.

Perhaps the same thing applies to buying booze, so Luxembourg sells a lot, but much of it for consumption elsewhere. <
Why doesn't he talk about the Alcohol consumption in Luxembourg? The alcohol consumption per capita in Luxembourg is even higher then the figure for France.

Luxembourg is small, with a small population, so it wouldn't take much to skew the apparent consumption upwards significantly.
