So why does Enbridge talk about this PL like it is just a matter of getting some permits and building it?

I notice that Kitimat is close to 100 miles inland at the end of a long series of narrow channels. Hmmm.

I know that tankers from Valdez have to go west of the Queen Charlottes and Vancouver Island and enter Puget Sound through the Strait of Juan de Fuca. Canada does not want them near the BC coast.

The present BC government has chosen a narrow interpretation of the law, stating that it doesn't apply to tankers destined for BC ports, only to tankers destined for other ports and passing through BC coastal waters ;)
