I have personally been involved in the process where political appointees of an agency get assigned office space. They all expect to have an office down the hall from the boss. There is never enough room in the chief executive suite. Sometimes they crowd at first. After a short while, they start displacing. Not pretty.

Yes, it is amusing that Rove is so concerned about Emanuel. I am sure you're right, and Rahm has thought about how the WH should be structured. While Obama will be the clear head and the final Decider, there will be a lot of brainstorming going on in this WH. I don't think that most of these people will worry about who has the bigger office. If they do worry about such things, my sense is that they will be out of there. I think Obama will and Emanuel will keep people focused on what matters and on governing, not on ego feeding blather.
