In my company, when internal divisions provide services within the company, they "charge back" to the other division the costs associated with that service. This is even within the same company.

So, IMO, we should "charge back" for services rendered to the country of origin (like a bad charge on a credit card). They should not be able to conduct business here until the previous year's charges were paid. It motivates them to JAIL the felons in their country. It is an application of economics to the process. If we charge them for the service of returning their criminals to them, then we make it cheaper for them to lock them up when returned than to let them illegally enter this country a second time. I don't think that incentive is there right now.
