Don't underestimate the strength of protectionism within a large segment of the Democratic Party and - especially - the labor movement. Once you throw a bone to those dogs, it may be hard to pry their jaws open.

I agree the Europeans will go stark raving mad. You Canadians are too unconfrontational.
