We are all swimming in very murky, very opaque waters right now. Even the economic literates amongst us. But of course, this should also be true of "temporary government spending"--if people think the money won't be there next year, they'll salt as much of the money away as possible. I would assume that depends on the item involved. Money spent on state budgets which would otherwise lead to unemployed state workers probably gets spent right away, at least most of it.
