I don't think a vision precludes pork. Lets say the vision is a trip to the moon. So some congressman votes for a new tracking station in his district whether or not its needed.

Also in the broadest possible sense of "pork" the vision itself could be pork. Or if that's stretching the word too far, it could be as bad as pork.
