Even if the tracking station is needed, it could still be defined as pork.

That is why a computer system can yet be designed to make these decisions. We have to be sensible. Humans will be involved to make these decsions for some time to come.

I absolutely agree with you. But at least it is targeted in a way that people can keep track of where the moeny is going. If you use the scattergun approach such as the stimulus plan though, it is just throwing money recklessly that no one will have a clue as to what it is accomplishing.

You will note in my list of acceptable spendings, there is the secondary goal that they accomplish something beneficial for America - besides just stimulation.
