And, wouldn't you know, the agency says slightly north of 78 percent of it will pay out over the first two fiscal years. (Scroll down to the final page of the report and look for the heading "Net Increase in the Deficit.")

This package is much more dependent on tax cuts in the front years to provide an impact than the headline numbers would have you believe. Out of the $677 billion that will show up in '09/'10, nearly half (47.3%) will come from tax cuts. Both of us had better hope that the multiplier impact of tax cuts is greater than Krugman believes.
