It is no accident that your link comes from Berkeley.

I haven't read the book your link cites, but apparently, that book credits Reagan with ending the CW (although it doesn't present a favorable view of SDI, which we now know played an important role in winning the CW).

If you really care about the facts, I would refer you to Paul Lettow's treatise, "Ronald Reagan and his Quest to Abolish Nuclear Weapons". While it isn't the central focus of the book, he covers the subject of Reagan's intent, as well as his actions which led to the end of the Cold War.

Not that you could ever put your extreme liberalism and partisanship aside long enough to actually read an authoritative study of Reagan's presidency.
