Someone has posed this very question on Yahoo Answers. The most accepted response so far is:

"A player who is on the field can step out of bounds and then come back into the field of play to make a tackle.

"A player can't go out of bounds, come back in and be the first one to touch the ball."

Note that Fitzgerald ran for a considerable length out of bounds. Recall the discussion here about how it's illegal for someone on the sidelines to jump onto the field and make a tackle (and thus a touchdown could be awarded). What if someone not in the game had "accidentally" got in Fitzgerald's way on his journey down the sidelines?

I'm also wondering if, like there is for players blocked out of bounds on punt coverage, it's mandatory for the player knocked out to make an immediate effort to get back in bounds. As I said, Fitzgerald appears to have run out of bounds for a considerable distance. If a player in the game had then gone out of bounds to hit him, would that have been a penalty?

Lastly, does anyone recall a facemask call against AZ on the play? If so, even if Harrison was stopped at the one, Pitt would have gotten one more play and likely kicked a field goal. I saw that question raised in a similar discussion at: terpcenter.com
