Cheney's rhetoric is very familiar from various countries I lived in or visited, where security threats justified all kinds of abuses at home and outside their borders. The excuses are always the same, as are the abuses. Regimes like that rarely last for long. In our case, we get to toss them out democratically; in others, it's not so pretty. Cheney gets to go home to a quiet retirement and keep issuing his dark proclamations. I suspect history will turn him into a footnote soon enough. The Grand Imperial Presidency is certainly in the past now.
