Closer to being the equal of ignorant. Neither uniformed or ignorant is the equivalent of stupid (lack of ability to learn or reason), or foolish (lacking in sense, judgment, or discretion, likely to make bad decisions in life).

I would say most voters are in a sense ignorant, but largely "rationally ignorant".
