Describing a chronic conflict as a cycle of violence may not be the most useful or accurate description.

A "cycle of violence" would seem to imply discrete sequential attacks from each side in turn, with each attack acting as retaliation for the previous attack. It also implies that if you forgo retaliation (perhaps more than once, but at least eventually) that the violence would stop. And possibly might argue moral equivalence.

I submit that none of those ideas fit well with what has happened, is happening, or is likely to happen.
