I was hoping that you went back and looked up under each Replican President which party controlled the House and Senate and whether any of those past Congresses held a simple majority or supermajority to overcome any attempts at filibuster or a minority. But you didn't. From memory:

Reagan--both House and Senate Democratically controlled
Bush I--both House and Senate Democratically controlled
Clinton--House and Senate Democraticlaly controlled until 1994 then a switch to Replican controlled but not a supermajority. Then I think Jeffers switched parties and for a about a year the Democrats controlled the Senate but not the House
Bush II--House and Senate Republican controlled but not a supermajority until 2004, then House Democratic and Senate barely Republican.
Obama--House and Senate both Democrate controlled.
