They hire teams of staffers to read through the thousand page document and summarize it for them. I'd be surprised if any actually read every word of every piece of legislation that makes it to a vote.

Then why are congressional staffers complaining of not having copies? Why do many or most Congressional offices not have a copy?

What a partisan you are. Willing to defend anything no matter how outrageous or extremist.

Let me point out again what you're defending:

"The House rules require that all conference reports (which is how the bill will be reported to the floor) be made publicly available for 48 hours before consideration. Yesterday, the House Rules Committee waived that requirement to allow the House leadership to bring the bill to floor immediately. "

A trillion dollar spending bill kept secret by the Congressional leadership from most of the people who'll vote on it. Changing the normal rules to make sure its kept secret.
