Treaties don't accomplish much in my view, except to give disputants some time to breath and think things over. Over time, as circumstances are bound to change, treaties inevitably end up being more of a burden than a solution, and are often broken. If the goal of one is to conquer the other and settle the land, there are only two effective strategies, 1) annihilate the enemy, or 2) subdue the enemy until they can be assimilated into the main stream of the conquering culture, a dynamically altered culture of the future.
