Clinton did because he was checked every step of the way by the Congress. Bush wasn't, even when the Democrats had control.

All the skeptics or the Clinton surplus need to recall that the real prospect of a balanced budget so spooked the Maestro, AG, that he recommended we restructure our budget so we could be assured of keeping a deficit.
