Commuting the sentence was more than generous.

Why didn't Bush Pardon Libby?

You don't lie to the FBI. That's the bottom line. I think Bush was correct. Bush is not Clinton (thank god) and comparisons are not relevant.

I don't see the reason for his refusal.

The only explanation I can come up with is that Libby did something we don't know about that offended Bush.

Bush must feel that, "I suspended his sentence, but I won't pardon him for what he did do."

I'm in agreement with Bill and jlallen. The Plame affair did a lot of damage to the Bush administration. By lying, Libby gave Fitzgerald an excuse to extend the investigation. Bush believes in accountability. More power to him for that.
