Applying your parable to Bush/Republicans, we find Bush/Republicans dredging the deep end of the pool and using the material to fill in the shallow end as well as the middle part of the pool. In the end, we still have the same amount of water but most of it is now in the deep end of the pool.

Republicans have been using big government programs and taxation to enrich the super rich, to destroy the middle class and to push the poor deeper into poverty. Republicans could never have achieved their destruction of America without the help of the democrats. We must also not forget that some $1 trillion of this water was siphoned off into Judaism/Christian-Zionism's religious project in Israel.
