Until the history is actually written... idle speculation is all you will have.

(Speculation can be fun though!)

One month in is no baseline at all... *especially* considering that the fiscal 2009 federal budget (which we are on right now, and will be until FY 2010 is passed and appropriated, perhaps later this coming Fall) is still Bush's last budget.

Obama's first budget hasn't even been written yet.
