What fraction of a chip's cost are direct labor, as opposed to raw materials (Si and chemicals), equipment costs, building costs, transportation costs, and design costs. Since cheaper foreign currency primarily will affect direct labor, with smaller effects on building, this scenario is only possible if labor is a major cost in chip production. My impression is that labor is a relatively small fraction of the cost, although I have no information as to the (in)accuracy of this impression.
