Blame belongs on others as well, but when put on others it doesn't get spread thinner. Arguably everyone that played an important role doesn't get less blame because of the role played by others.

Only to the extent they actually caused it. We don't have an elective total dictatorship in this country, and even if we did, in the real world even totalitarian dictators don't have total control over what happens in a country.

To the extent its on "the people in charge", those people include multiple congresses, and multiple presidents (going back at least to Carter), and the fed.

Then of course you have to consider the private sector, and those who made government decisions at a level much lower than the presidency or congress.
