From what I gather, a bad teacher gets passed from district to district like a hot potato. The worst is the older teacher who has punched out and is just marking time to get max retirement. Not doing a whole hecka lot of harm, but not doing any good either.

I don't think the solution to getting consistently excellent teachers is easy. Higher pay is definitely one way. Making it a respected job rather than reviled (a la skeeter bug) is another piece of the puzzle.
