Landlords in Los Angeles are complaining to me that they have to continue lowering their rents to keep the buildings filled.

Those who have not, have units which have remained empty for more than six months.

They ask me how this can be when the Los Angeles Times says rents are rising. I don't know, but I suspect this could be an artifact of the asking rent in new buildings. Of course these buildings are mostly empty - but their asking price does affect the average.
